Mongolia's Customs General Administration (MCGA) is accelerating toward this vision with support from international partners.
Workshop Overview: Building Evidence-Based Decision Making
In January 2023, MCGA hosted a five-day hybrid data analytics workshop supported by the World Customs Organization (WCO), attracting over 80 customs officials from regional offices across Mongolia. The workshop aimed to enhance evidence-based decision-making capabilities to better handle increasing data volumes and improve analytical utilization.
Participants engaged in hands-on learning about big data processing, analytical algorithms, and practical case studies. Under expert guidance, they drafted a data governance strategy that lays the foundation for data-driven decision making in Mongolian customs operations.
Risk Management Transformation Through GTFP
The Global Trade Facilitation Programme (GTFP), a joint initiative between SECO and WCO, launched its light-touch intervention in Mongolia in May 2022. This initiative assists MCGA in developing a risk-based customs control strategy aligned with WCO tools, international best practices, and the WTO Trade Facilitation Agreement.
Effective risk management allows customs authorities to concentrate resources on high-risk shipments while facilitating swift clearance for low-risk goods, thereby enhancing both trade efficiency and security.

The newly drafted data governance strategy establishes a comprehensive framework covering data collection, storage, processing, analysis, and application. Key components include:
