Malawi Modernizes Customs with Human Capital Development
This article analyzes how the World Customs Organization (WCO) assisted the Malawi Revenue Authority (MRA) in identifying capability gaps during its modernization transformation through personnel development diagnostics. By introducing a blended online learning platform and a competency-based model, the MRA successfully established a data-driven talent development system. These initiatives have solidified the organizational foundation necessary for the effective implementation of the WTO Trade Facilitation Agreement.
