Imagine a vast customs system processing thousands of goods daily, where every operational component is critical. Without effective project management, such a system would resemble a ship without a rudder—regardless of engine power, it would struggle to reach its destination. Jordan Customs understands this principle well and is actively enhancing its project management capabilities to meet the challenges of 21st century customs modernization.
From October 21-25, 2018, the World Customs Organization (WCO) dispatched a support team to Amman at Jordan Customs' request to assist in building project management (PM) capacity. Funded by the Korea Customs Cooperation Fund (CCF Korea), this initiative aimed to help Jordan Customs establish a system aligned with WCO's project management framework while incorporating modern strategic planning methodologies.
The Critical Need for Project Management Capacity Building
In today's rapidly evolving global trade environment, customs administrations face unprecedented challenges. To respond effectively, they must continuously innovate and improve operations. Project management capabilities serve as the cornerstone for achieving these objectives. Effective project management enables customs administrations to:
- Implement strategic projects more efficiently: Through clear goal-setting, resource allocation, and time management to ensure projects advance as planned and achieve strategic objectives.
- Enhance operational efficiency and productivity: By optimizing processes, reducing waste, and improving collaboration across departments.
- Mitigate risks more effectively: Through systematic identification, assessment, and management of risks to minimize project failure.
- Strengthen transparency and accountability: By establishing clear communication channels and reporting mechanisms.
Key Components of the WCO Support Mission
The five-day workshop formed the core of the WCO's technical assistance, designed to familiarize Jordan Customs officials with:
- Modern project management methodologies and their benefits
- Development of appropriate PM documentation and tools
- Communication strategies for securing stakeholder buy-in and resources
Discussions emphasized establishing a project management framework to better implement strategic initiatives meeting 21st century customs requirements. Special attention was given to results-based management (RBM) for delivering modernization projects more effectively. The workshop also examined the role and responsibilities of project management structures, including Project Management Offices (PMOs), covering principles of planning, implementation reporting, monitoring, evaluation, and risk management.
Results-Based Management: Driving Project Efficiency
RBM's outcome-focused approach helps customs administrations:
- Align project objectives with organizational strategy
- Establish measurable performance indicators
- Monitor progress systematically
- Evaluate outcomes for continuous improvement
For Jordan Customs, adopting RBM principles means optimizing resource utilization while advancing modernization goals.
The Project Management Office: Institutionalizing Success
A PMO serves as the organizational anchor for standardized project execution by:
- Developing uniform PM standards
- Providing professional training
- Supplying tools and templates
- Monitoring project performance
Establishing a robust PMO would enable Jordan Customs to achieve greater consistency and success in project implementation.
Building a Modern Customs Project Management Framework
A comprehensive PM framework for customs modernization should incorporate:
- Standardized project lifecycle processes
- Clearly defined roles and responsibilities
- Supported by appropriate tools and technologies
- Continuous capacity building through training
- Performance evaluation mechanisms
Such a framework ensures projects adhere to international best practices while achieving modernization objectives.
Workshop Outcomes and Forward Momentum
The workshop successfully delivered draft PM methodologies, processes, and framework documents, establishing a foundation for Jordan Customs' capacity development. To sustain this progress, Jordan Customs should:
- Formally adopt the PM framework
- Establish a functional PMO
- Implement ongoing training programs
- Develop performance monitoring systems
- Exchange knowledge with peer administrations
Through continuous improvement, Jordan Customs can develop world-class project management capabilities to support national economic development and social progress.
