The World Customs Organization's West and Central Africa Capacity Building (WCO-WACAM) program, funded by Sweden, aims to strengthen customs administrations across the region to facilitate trade and economic development. As a key beneficiary, BFC is navigating a critical phase of comprehensive reform where strategic execution has become paramount.
"Developing strategic plans was only the first step," explained a senior BFC official. "The real challenge lies in operationalizing these strategies through concrete actions—this requires robust project management capabilities."
Training Framework: Core Elements of Effective Project Management
From January 15-19, 2018, in Ouagadougou, WCO conducted its first French-language pilot of newly developed project management training materials under the WACAM framework. The intensive program covered essential project management components:
- Organizational Project Management Framework: Establishing standardized processes to align projects with strategic objectives
- Governance Structures: Defining clear roles, decision-making protocols, and oversight mechanisms
- Project Lifecycle Management: Methodologies for initiating, planning, executing, monitoring, and closing projects successfully
