A nation's customs administration functions like a vast, intricate machine where each component's operation directly impacts international trade efficiency and economic vitality. Without clear strategic objectives and effective performance measurement systems, this mechanism risks significant operational and financial losses.

Project Background: The Imperative for Strategic Planning

From March 8-11, 2021, the World Customs Organization (WCO) delivered remote technical assistance to Colombia's National Tax and Customs Directorate (DIAN) through its Strategic Planning Follow-Up Support initiative. This project forms part of the SECO-WCO Global Trade Facilitation Programme (GTFP), supported by the Mercator Programme.

The virtual workshop continued strategic planning assistance launched in February 2020, when GTFP helped DIAN develop 21 key performance indicators (KPIs) and a strategic dashboard. These metrics quantify various customs operations including clearance times, inspection efficiency, and revenue collection effectiveness.

However, establishing these tools represented only the initial challenge. The greater test involved integrating them into daily operations, ensuring alignment with strategic objectives, and leveraging data to optimize workflows – prompting WCO's follow-up intervention.

Program Objectives: Building Sustainable Performance Management

The remote assistance focused on four core objectives:

  • Organizational Transformation: Aligning strategic planning with institutional reforms
  • Management Efficiency: Implementing project management methodologies to enhance resource utilization
  • Performance Evaluation: Refining KPI systems to accurately reflect strategic goals and inform decision-making
