A key addition is Appendix V, which now includes comprehensive contact information for Regional Customs Laboratories (RCLs) and related resources.

Regional Customs Laboratories: Hubs for Capacity Building

RCLs serve as critical nodes for regional capability development, functioning as centers for information exchange, technical support, and training programs. These facilities enable member states to access cutting-edge industry developments, acquire advanced testing methodologies, and share operational experiences to elevate regional inspection standards collectively.

Pathway to RCL Designation

The updated manual includes newly incorporated "Procedures and Requirements for Establishing Regional Customs Laboratories," originally approved by the Harmonized System Committee during its 61st session in March 2018. These guidelines assist members in evaluating their eligibility for RCL network participation through several key criteria:

  • Qualification Standards: Specifications for physical infrastructure, personnel qualifications, technical competencies, and quality management systems. Laboratories must maintain advanced equipment, employ skilled technicians, and implement robust quality protocols.
