Under the World Customs Organization (WCO)-Sweden-funded program for West African Economic Community (ECOWAS) member states, the GRA hosted a technical workshop from May 28 to June 1 at its Banjul headquarters. Led by WCO experts and the Regional Office for Capacity Building, the session focused on designing a strategic dashboard to enhance organizational performance management.
Defining the Framework
During the intensive four-day workshop, participants identified key performance indicators (KPIs) across five critical operational domains:
- Revenue Collection: Metrics tracking tax administration efficiency and revenue targets.
- Trade Facilitation and Compliance: Indicators measuring streamlined processes and regulatory adherence.
- Legal Compliance: Benchmarks for monitoring statutory enforcement.
- Reform and Modernization: Progress markers for systemic upgrades.
- Human Resource Management: Evaluations of workforce productivity and practices.
The workshop also established verified data sources for each KPI and outlined plans to enhance monitoring mechanisms, particularly for manual processes lacking digital infrastructure. The GRA will develop both analytical and operational dashboards, integrating them into a comprehensive performance management system.
