The Gambia Revenue Authority (GRA) is currently developing such a strategic dashboard to achieve comprehensive modernization of its tax administration.

Swedish Support and WCO Expertise: Strong Backing for Gambia's Tax Reform

With generous funding from the Swedish government, the World Customs Organization (WCO) - West and Central Africa Regional Office for Capacity Building (MADAO) project is actively advancing the modernization of the Gambia Revenue Authority. From May 28 to June 1, a technical assistance meeting focused on "Strategic Dashboard Design" was successfully held at GRA headquarters. WCO experts, along with specialists from the Regional Capacity Building Office (BRRC), provided hands-on guidance, working alongside GRA teams to develop the blueprint for this strategic tool.

"The strategic dashboard will help GRA leadership effectively guide the organization, seize opportunities, address challenges, and solve operational and organizational issues," said Yankuba Darboe, Commissioner General of the Gambia Revenue Authority.

Precision Tailoring: Designing the Optimal Dashboard for Gambia's Needs

During four days of intensive workshops, participants focused on core elements of dashboard design: identifying target audiences, determining dashboard types, and selecting key performance indicators (KPIs). Through thorough analysis of GRA's operational requirements, experts finalized KPIs organized into six thematic areas:

  • Revenue Collection: Ensuring timely and complete tax payments to provide solid financial support for national development.
  • Trade Facilitation and Compliance Management: Streamlining trade processes to reduce business costs while strengthening regulatory compliance to maintain fair market competition.
  • Legal Compliance: Strict adherence to relevant laws and regulations to ensure lawful tax administration.
  • Reform and Modernization: Continuous advancement of tax reforms through new technologies and management approaches to enhance efficiency.
  • Human Resource Management: Optimizing workforce allocation and developing professional, high-performing tax teams.

For each KPI, the team meticulously identified data sources to ensure information accuracy and reliability.

Comprehensive Implementation: Building a Multi-Layered Tax Management System

Building on these workshops, GRA will refine dashboard implementation in coming weeks. For indicators lacking electronic tracking systems, the authority will establish monitoring mechanisms to ensure timely data collection. Additionally, GRA plans to develop analytical and operational dashboards to complement the strategic version, creating a comprehensive, multi-level tax management framework.
