Namibian Revenue Agency officials visited Zambia to study the application of the ASYCUDA World system, drawing on its experience in customs automation. To achieve this goal, NamRA recently dispatched customs officials to Zambia to study its successful customs automation practices, aiming to accelerate Namibia's customs modernization through technological innovation and inject new vitality into the nation's economy.

However, customs automation requires substantial financial investment, technical support, and human capital development. For a developing nation like Namibia, independently completing this transformation presents significant challenges. NamRA has therefore turned to international cooperation, seeking to accelerate its automation process by learning from other countries' successful experiences.

Zambia's Success Story: The ASYCUDA World System Implementation

Zambia, Namibia's neighbor, has achieved remarkable success in customs automation. The Zambia Revenue Authority (ZRA) implemented the ASYCUDA World system—a comprehensive customs automation solution developed by the United Nations Conference on Trade and Development (UNCTAD) to assist developing countries. This system covers customs declarations, cargo clearance, tax administration, and risk management, significantly improving customs efficiency while reducing trade costs and promoting economic development.

ZRA's experience with ASYCUDA World proved particularly valuable, especially its self-developed modules including electronic payment systems, valuation control mechanisms, self-assessment features, centralized processing centers, and the Mineral Output Statistical Evaluation System (MOSES).

NamRA's Benchmarking Mission: Learning From Zambia's Experience

With support from the World Customs Organization's (WCO) Trade Facilitation Acceleration Program, NamRA dispatched four customs officials to Zambia from April 24-28, 2023, for a week-long ASYCUDA World benchmarking study. This mission employed the WCO's "Customs-to-Customs" cooperation model to exchange knowledge about the system's functional and technical aspects.

The delegation received warm hospitality from ZRA's Deputy Commissioner for Operations, Patricia Lungu, who emphasized the importance of knowledge sharing among WCO members, particularly within the region. Zambia showcased its customized ASYCUDA World modules, highlighting innovative features beyond standard implementations.

  • Mineral Output Statistical Evaluation System (MOSES): This specialized module combats illegal mineral exports—a critical concern for resource-rich Zambia—through real-time production data monitoring and analysis.
